George "Sandy" Mayo's practice focuses on the areas of litigation and administrative law, with emphasis in the fields of commercial and insurance litigation and transportation law.
Sandy has been active in representing certain national insurance clients in federal and state court litigation concerning a broad range of insurance coverage questions. These questions have included issues of insurance coverage for environmental pollution, asbestos-related bodily injury and property damage claims, and other types of claims. In connection with these cases, he has appeared in courts located in the Northeastern, Mid-Atlantic, and Southern regions of the country, as well as in certain Southwestern and Western states.
In the transportation field, Sandy has represented clients in virtually every railroad merger proceeding before the Interstate Commerce Commission and its successor, the Surface Transportation Board, over the last 25 years. He has also represented short-line railroads, shippers, and other parties with transportation interests in various regulatory proceedings.
Additionally, Sandy has represented various clients in litigation in the condemnation, securities, and general commercial areas. This includes representation of the United States Railway Association in federal court litigation with respect to compensation owed by the federal government to the Penn Central and other northeastern bankrupt railroads required by Congress to convey their rail properties to Conrail.
Sandy has also published and spoken in the areas of litigation, insurance coverage, and transportation law, and has served as a trial advocacy instructor for the Federal Trade Commission. He has served as a board member of various civic and nonprofit organizations. While in law school, Sandy was on the editorial board of the Virginia Law Review.
In conjunction with his practice, Sandy currently serves as the firm's Managing Partner of Operations and General Counsel.
Representative Experience
Representation of a national insurance client in an insurance coverage action in which the policyholder sought hundreds of millions of dollars of coverage for underlying asbestos and environmental claims.
Representation of a national insurance client in related bankruptcy adversary proceedings in which policyholders sought insurance coverage for thousands of underlying asbestos claims.
Representation of Amtrak in Surface Transportation Board and federal court litigation establishing Amtrak's right to initiate and conduct passenger operations over third-party railroad lines.
Representation of a consortium of utilities in obtaining Surface Transportation Board approval to construct and operate a new rail line to service a planned facility for storage of spent nuclear fuel.
Representation of a major Canadian railroad in opposing the acquisition of a Class I railroad by two other Class I railroads before the Surface Transportation Board.
